(1) Is it possible to see the *next* sync for a data loader pipeline?
(2) Is it possible to set the frequency more specifically to particular hours of the day? E.g., for 'every 12 hours,' specify 12am and 12pm?

To answer your questions, there isn't currently a way to specify or see when your next sync will be. A way around this would be to try to set the pipeline going at the time you'd like it to run and set up the sync period to run at the time period you want.
What I would suggest is that you head to our Ideas Portal and add your suggestion there. That way the team will be aware that it's something you're interested in and then other members of the community can also vote on it. The team will also be able to take that into consideration when looking ahead.
