Theoritically, this should be possible. You can create a webhook in Service Now and call it from your Matillion jobs, depending on the status of the jobs. You can pass your payload to the webhook, so that it can automatically create an incident with corresponding details.
Though not with Service Now, we had implemented a solution to raise Microsoft Teams alerts to notify Job success/failure notifications to Support channels.
We can implement that in Servicenow
