The problem is in the same instance, not every user is experiencing the same behaviour. Some user can freely move the tools, and connecting tools. Some user can't move tools, and there is no option to make connection.
Is this a known issue? How to fix it?
In case this might be helpful for others. The issue has been resolved by our internal Matillion Server Admin
